Halpern was born in Potomac, Maryland, to Gloria (née Klein) and Melvin Halpern. As a youth, he played in the 1989 and 1990 Quebec International Pee-Wee Hockey Tournaments with the Washington Capitals minor ice hockey team. Halpern attended Winston Churchill High School in Potomac, which did not have a hockey team.
